What if "skate day" was occasionally shifted to a new spot? Kingshighway Bridge, shepard school etc? It may increase involvement, and bring skating to a more populated area? Sure it may eliminate some of the lincoln reds who are afraid of the terrible city, but may expose people to skating beyond the country?
